We ended up using the legal gender change form that took months and over a hundred dollars just because it was the only way that wouldn't lead to the deadname being published everywhere for all to see. Then the DMV ignores the gender part and only cares about the name change, as you can pick your new gender whenever you're renewing your ID for free (or $20 for an early replacement card)
